Jack McPhillips, who was our President for the last five years, has opted into the recent New York State Retirement incentive and retired on July 16th. During the last five years the Local has accomplished a great deal.

Local 860 must keep the high values that are expected of the Union; especially under the present conditions that we as CSEA members find ourselves. The politicians and some of the news media have convinced the public that we are the enemy.

CSEA is an organization of members doing all they can to help other members and in the process help themselves.   Together we can open doors that as individuals we have found locked.

I want to be a successful Officer and I am sure all of you want the same for yourselves.   In order to accomplish this success I would like the opportunity to meet with you and your fellow Officers. I am talking with Officers of the Local and together we are developing new ideas to open the communications between you and your Local 860. The address, phone and fax numbers to reach me here at the Local office is on this letterhead. My e-mail address is

John Staino

CSEA Local 860 President

Yours in Unionism,

Thank you for taking the time to read this letter.

Send me your email, phone and address contact information I need to get in touch with you and I will set up a meeting at your convenience to talk things over. I’ll even take you and your fellow Officers out to dinner.

I don’t want to carry on about these things that you are all very much aware of already. Let’s just say that there is a poor attitude towards all unionized workers at this point in time. Instead, the Officers and the other thousands of Real Workers in CSEA need to know that we are not defenseless.

I have accepted the position of President of Westchester Local 860 as of July 17, 2010. I was the 1st VP of the Local and therefore stepped up to the Presidency when the office became vacant.
