President John Staino’s Message to
all CSEA Local 860 Members

Hello to all.
I am sure that all the publicity has made you aware of the State Retirement Incentive.
Jack McPhillips, who was our CSEA Local 860 President for the last five years, has decided to take that incentive and has retired as of July 16, 2010. My being the 1st Vice President of CSEA Local 860 has me in direct line of succession if the President leaves office, which is exactly what has happened. I am presently making plans to meet with all Unit Officers within Westchester Local 860. I want to have direct contact with your Union heads in an effort to give as much service to you and your Units as possible. We have over 14,000 Members in our Local. I know this is a large task, as Local 860 is the largest CSEA Local in New York State, with 94 Units and some 300 Officers.
Many of you have been experiencing the problems associated with the current financial weakness of public institutions. Every time there is a downturn, the politicians and tax groups want to blame us for their problems; some going as far as to say that we are the cause in the first place.
Unfortunately, the public, for the most part, has bought into this message and we as public employees are left to weather the storm. I have witnessed this dilemma all over the state. As Local President, I am also a member of the CSEA Executive Board for the Statewide Union. In this capacity, I will be able to bring the concerns of all the CSEA Members in Westchester County to the CSEA Inc. Headquarters in Albany. It is my intention to show up at one or more of your Unit meetings, if your President invites me, to answer questions, be of assistance in getting something accomplished, or just for reference.
I can be reached by any member in our Local at (914) 428-6452 to discuss any matter of Union concern that needs to be dealt with. Having said that, I want to also remind everyone that CSEA is set up with a chain of command in place, a format for actions has been established, and these procedures protect the whole Union from chaos. I will follow all the rules of engagement to protect these regulations as they pertain to the rank and file members, however, rest assured I will follow up on all concerns brought to my attention. I wish you all a secure and healthy future and I invite all of you to become active in our Local. Give us a call. We welcome your input.
