Sept 15 update:

CSEA union officials Tuesday afternoon blasted the village for failing to supervise two men who died last week when they entered a manhole and for shifting responsibility for the tragedy onto the victims.

The union officials said they had intended to refrain from commenting on the tragedy while an investigation by the state Department of Labor's Public Employee Safety and Health bureau was continuing. But they changed course after hearing Village Administrator Michael Blau's news conference Thursday. Blau suggested that both victims had taken it upon themselves to enter the hole and had not been told to do so.

"They were not stopped from going down there, either," Riccaldo said Tuesday.

CSEA is mourning the deaths of two members from the Southern Region after an incident Monday in the Village of Tarrytown, NY in Westchester County.
According to news reports, Anthony Ruggiero and John Kelly died after becoming overcome by fumes from a manhole.

News reports stated that Ruggiero, a public works employee from the Village of Tarrytown CSEA Unit #8212, had responded to an apparent sewer backup and was overcome by fumes after entering the manhole.

Kelly, a local volunteer firefighter and member of the Department of Transportation, Region 8 (Poughkeepsie) CSEA Local, was overcome by the same fumes after responding to the scene and attempting to assist Ruggiero.  CSEA is part of the investigations.
